We advocate for the creation of more effective policies for Poland, Europe, and the international community as a whole. We offer analysis at all stages of policy formulation and evaluation.
A think tank built around better decisions
Instytut Reform is an independent socio-economic think tank that was founded in 2021. The purpose of our institution is to improve the quality of public policy in Poland, in Europe, and around the world.
Our objectives cover all facets of policy formulation, including needs assessment, policy design, policy implementation, and policy evaluation. Right now, we concentrate our efforts on formulating climate and energy policies and on sustainable development.
We work from Warsaw, and our publications and events are held in both English and Polish. Everything we produce is made publicly available, so that the debate about Poland's future can rest on evidence that anyone can read and verify.

Evidence-based research
Spotting opportunities for development, analysing methods applied in other nations, and seeking out best practices that could be implemented to suit the requirements of Poland and Europe.
Policy creation & evaluation
Support for strategies, regulatory impact assessment, and creation of sophisticated policy analysis tools.
Dialogue & cooperation
Providing an opportunity for dialogue between the public sector, the private sector, and the NGO sector in collaboration with other organisations.
Our mission
The objective is the evolution of the policy-making process from the very stage of formulating it right through to implementation, monitoring and evaluation — all while ensuring that decisions made are factual and in the best interests of the citizens.
Our vision
It is our goal to build a reputation as a credible leader in Central and Eastern Europe by providing the resources and skills needed for appropriate regulation and institutions. We aim to collaborate with governments, businesses, and civil societies to create a better future for everyone.
